You might have heard over the past couple of days information on social media regarding some *new* regulations on rose ketones.  What’s all of this about you might be wondering? Are my products compliant? Do I need to contact my assessor? Do I need a new CPSR? Argh it’s nearly Christmas - I have markets to do!

I wanted to set the record straight on all of this to save our clients what, in most cases, will be completely unnecessary stress. Rose Ketones (there are several different types of these from a chemical point of view but we’ll call them by their group name here for ease) have been regulated at 0.02% in the European Cosmetic Regulation (which, pre Brexit was also the UK regulation) since it came into force in July 2013.  This is NOT a new piece of legislation despite some inaccurate information you may have seen being published.

Furthermore, it’s not at all linked to IFRA 51, or the new 80 plus allergen labelling requirement which is due to come into force in the EU.  Although it’s now much easier to identify when fragrance compounds contain these components as the new allergen requirements include ‘Rose Ketones’ as a group.

As experienced, and responsible assessors, for fragrance preparations we ask for both the IFRA and EU regulatory limits from our clients to ensure that the CPSRs we prepare are fully compliant with the UK or EU cosmetics regulations.  This information has always been available from fragrance manufacturers either in a specific statement of regulatory limits or as a more detailed document where specific information of compounds present in the regulatory annexes is listed.  As our clients will be aware this sometimes requires a little more work in obtaining the documents in advance of us invoicing for a CPSR as we ALWAYS ensure that we are happy that your product is safe and compliant before we request payment.

I’m sure there’s many of you who remember when we said that you could only use the ‘Snow Fairy’ fragrances at 1.33%? Yes? It’s that!

It's worth noting too that it’s not only rose ketones which are impacted by the differences in the regulatory limits and IFRA limits so there’s more to consider than just those.  This has been a well-known issue for assessors for some years, and something I’ve discussed with several fragrance suppliers on behalf of clients.  It’s not new.  It’s just a matter of ensuring you are serving your clients to the best of your ability, and with integrity and professionalism.

You may be aware that we no longer supply CPSRs via third parties, only by coming directly to us.  In the past where makers have bought CPSRs prepared by us through Fragrance Oil Studio you can be assured that these reports are also compliant with EU/UK requirements and remain so.
