A customer arrives with a CPSR they’ve already paid for. Sometimes it’s a super-cheap one, sometimes not-so-cheap — and they ask us to check it for them.
More often than you’d expect, it turns out the report is invalid, incomplete, or based on incorrect data.
This is just one of the daily trappings, unfortunately, of being a small cosmetics founder. There are plenty of cosmetic ‘regulatory’ and supply companies out there that often:
- sell invalid or misleading safety reports
- provide reports that don’t comply with regulations
- cut corners that wouldn’t hold up under regulatory scrutiny
For many of the founders I speak to on a daily basis, the real risk is not in the absence of a CPSR (although you should always have one), but in having an invalid CPSR without realising it.
In this article, I’ll walk through exactly what invalidates a report, what happens if yours is invalidated, and what to do next. Thankfully, it is a problem that is easily solved and often quicker than you think, if you know what to look for.

What are the signs of an invalid CPSR, & Am I at risk if it is wrong?
Unfortunately, in the eyes of the law, the blame lies with YOU if your CPSR is invalid. You are what the law recognises as the ‘Responsible Person’ at the end of the day. This is where things can become a bit of a minefield because the cosmetics industry — as we shall soon see — is more than capable of leading cosmetic founders down the garden path.
Across my 15+ years working in this industry, here’s what I’ve found are the biggest red flags or signs of an invalid CPSR:

So-called ‘flexible CPSRs’. If you’ve been told that one report can cover multiple types of products, or that you can tweak formulations without needing reassessment, that should immediately raise concern. A proper CPSR is specific to a singular product and built around a precise formulation.

The price feels too good to be true. Even the cheapest CPSRs can look professional and well presented, but fall apart like a moth under even a brief glance by a regulator. (Actually, the tragedy here is that even some expensive CPSRs are also not worth the paper they’re printed on.)

The assessors give vague credentials or titles. Unfortunately, you can’t just assume someone is an expert because they offer CPSRs. A CPSR is only as good as the data behind it. But unfortunately, in this industry, almost anyone can set themselves up as a safety assessor.
They might have a relevant degree and might be able to charm you into thinking they understand the theory, but that doesn’t mean they can interpret your data properly, spot inconsistencies or build a fully compliant CPSR. And yet they can still sell reports.
How is it I’ve ended up with an invalid CPSR?
It sounds incredible to say in 2026, but lots of cosmetic ‘regulatory’ companies are still employing poorly qualified ‘assessors’ who don’t, won’t or cannot build CPSRs that are compliant with UK and EU laws. I’ve read thousands of invalid CPSRs that are very poorly put together in my time.
Some of these reports are literally AI-generated. Which means you’ve handed over your hard-earned money, taken a risk and left yourself vulnerable to the law all for someone to type a few sentences and press ‘send’.
Yet somehow these businesses are still there, a Google search away, offering suspiciously cheap flat fees for their CPSRs. They’ve spent more time making the reports look good rather than actually being legally valid.
That’s why so many cosmetic newbies, even some established businesses, can be hoodwinked into handing over their money for a worthless piece of paper.

It’s not fair, but you have to watch out for dodgy assessors in the cosmetics world.
Common questions & myths I hear from my customers about invalid CPSRs:
- Does a CPSR expire, or does it remain valid forever?
A CPSR will remain valid forever; it won’t expire unless either the law changes in the meantime or you change something. Even the slightest amendments to the percentages of your ingredients may invalidate your CPSR. For some ingredients, if you change your supplier, this could put you at risk of invalidation too.
- How does a draft CPSR compare to a valid CPSR? Aren’t they basically the same?
Not in the eyes of the law. Unless the draft has been signed off/made into a valid CPSR, it’s invalid.
- My product is made up of natural ingredients, so it’s more likely that my CPSR will be pretty much certain to be valid.
Not true. People assume natural ingredients are harmless by default, but this is far from the case.
- If there is a problem, then my assessor will fix it.
Unfortunately, as we have already touched upon, many assessors are straight-up unqualified or just after your money. If they mess up, you will be the one who pays the price. It’s not right, but that’s unfortunately the reality of being a cosmetics manufacturer.
- Can a CPSR be revoked?
Not in a formal sense. No one’s going to come and snatch it off you. But it can be rendered invalid at any time.
Is my CPSR valid? (Here’s a quick checklist to find out):
Ask yourself these four questions. If your gut instinct doesn’t instil you with confidence for all four, then go with that instinct:
- ‘Does my CPSR match my exact formulation?’
Even small changes (ingredients, percentages, suppliers) can invalidate a report.
- ‘Does my CPSR cover more than one product?’
This is a tricky one to answer. We offer bespoke package CPSRs where we create a bulk base recipe for one product, and then clients can add small ingredient variations to make different versions. These are perfectly legal when handled correctly, and we work hard to make sure the ‘one product’ principle is followed at the review stage. But if your CPSR covers multiple versions of a product, it might not be valid.
- ‘Did I find the entire process too easy?’
If you placed an order quickly and easily online, with very little back-and-forth, your CPSR is probably invalid.
- ‘If Trading Standards asked to review my CPSR, would I feel confident standing behind it?’
This is a real risk as the blame will ultimately lie with you, so worth soul-searching over.
My 6-step process to help you avoid (or fix) an invalid CPSR:
If you’ve heard horror stories about invalid CPSRs and are still window-shopping for an assessor, prime yourself with the following questions:
1) Interrogate your assessor on the relevance of their qualifications. Forget about fancy chemistry or biology degrees. What I would want to know is:
- Do they specialise in cosmetic safety assessments specifically?
- Do they understand EU/UK cosmetic regulations in practice, not just theory?

Are they actively working in this field day in, day out?
2) Ask them for a price upfront (actually, this is a trick question). They shouldn’t give you a price right away. They should only do so once you’ve told them about your full formulation, ingredient specifications, purity documents, supplier documentation and so on. If they give a price upfront, that’s a red flag.
3) Be conscious of how thoroughly they interrogate your ingredient data. They should interrogate it and ask lots of questions. If they don’t question it, or request any additional documentation, if they just accept it at face value — this, in my opinion, is often a sign they don’t really care what you’re handing over to them. In fact, they’ve got one finger on the AI slop button.
4) Ask yourself: do they feel like a partner, or just a provider? Someone who cares will guide you through the process and help you understand what’s required. If it just feels like a transaction in a supermarket, they don’t care.
If you’re already on the market with a CPSR that you’re worried is invalid, then here’s what you need to do immediately:
5. Pause and review your CPSR. Remember, a CPSR is your legal safety net. The safest and best thing you can do is pause and review it immediately. Check your provider against points 1-4.
6. Have your product reassessed properly by a competent professional. It’s actually a very straightforward process if you work with a company that knows what it’s doing.
